  • 2021년 2월 서울시 생활인구의 시간대별 혼합수준에 영향을 미치는 요인 분석 The concept of urban vitality is a critical factor in urban areas because it affects both the quality of life and urban sustainability. Regarding urban vitality at the street level, Jane Jacobs has asserted that it is highly dependent on the physical interaction between people, which may be determined by the built environment, including density, land-use mix levels, small blocks, and so on. In addition, she explained that higher urban vitality levels would activate the “eyes on the street”, which would lead to improved safety and livability of areas. Accordingly, in this study, we investigated the factors of the physical environment that determine the mixed levels of de facto populations on an hourly basis. To accomplish this, we used the de facto population data of Seoul as measured by a mobile phone network station in 2018. In addition, we developed an index that represents the Hour-based People Mix (HPM), level by applying the entropy concept. We also examined whether a higher land-use mix level could lead to a balanced temporal mix of de facto populations at a census block level. Analytical results revealed that a significant positive relationship exists between the HPM population and the mixed levels of land use. These results are in line with Jacob’s theory that mixing land-use types increases the urban vitality level. Regarding transportation facilities, areas with denser intersections and more bus stops showed higher mixed levels of hourly-based de facto populations. In addition, the numbers of sports and medical facilities were positively associated with the level of the HPM. Results of this study have policy implications that could balance the numbers of de facto populations throughout the day and contribute to greater urban vitality. 조월, 하재현, 이수기 국토계획

  • 2020년 10월 지역의 미래 환경 비전 공간화를 위한 토지이용계획 시나리오 체계 연구 Climate change causes an adverse impact on biodiversity and human life. Correspondingly, global communities have proposed visions and goals to mitigate the adverse impact of climate change without considering local land use planning. Thus, in this study, we propose a framework for local land-use scenarios with an environment-friendly vision and goal. Through literature survey, we summarized our scenario framework in three steps: 1) development of a system, 2) storyline development, 3) review and distribution. First, we prepared a system that can help set a plan in motion. Then, we developed the storyline by selecting 25 main variables, which were classified into seven categories. Climate change adaptation and mitigation, type of ecosystem, effects of urban areas, and land use policies were selected as direct variables, while the other 21 variables were considered as indirect variables. After we applied the framework to the Ansan-si region in South Korea, we conducted a Strengths, Weaknesses, Opportunities, Threats (SWOT) analysis to link the key variables, and then proposed a direction for the application of the scenario-based strategy. After establishing five scenarios, we constructed narrative storylines using the key direct variables identified in each scenario. As a result of the application of our framework to the Ansan-si region, we established a narrative storyline framework for local land use planning considering a quantification scenario.   • 2020년 6월 Segmentation of Control Areas and Land Fragmentation in Non-Urban Area : Focusing on Hwaseong The purpose of this paper is to examine the effect of management policy by looking at changes in land fragmentation in non-urban areas. This study defines and analyzes the phenomena of land fragmentation and sprawl in non-urban areas, which are critical in the policy. We have examined changes in land patterns before and after the period when the Segmentation of Control areas policy was enforced. We selected Hwaseong City as the subject of the research and then focused on the Used-Areas, one of the seven categories in the Land Cover Maps of 2001, 2007, 2009, and 2014, to examine the changes in land-cover fragmentation patterns. Fragstats program was used to quantitatively analyze the fragmentation pattern of land. Through a literature review, we selected seven indices related to (1) the size and the number of land patches, (2) the patch shape and complexity, and (3) the isolation and connection caused by fragmentation. Quantitative values were used to investigate the changes in value before and after 2008. The indices related to the size and the number of the land patches in the Used-Areas show that there were more subdivisions and smaller developments after 2008 than before. The shapes of patches became more complex after the policy period but one thing to note is that the values don’t have a dynamic range. The values of the indices related to isolation and connectivity indicate that more patches were isolated and had less connection in 2009–2014 than in 2001–2007. These results show that sporadic development of small scale has continued to occur even after the implementation of the Segmentation of Control areas policy. Jang Saewoom, Jung Juchul 국토계획
